 So, each faction owns a few, but are there bases set up that we can attack? And what about setting up bases of our own later? Just curiosities that I had.

 Answered in chat, but I'll do it here for everyone else. The bases are the cities themselves. And no, only the factions themselves are able to control the cities and territories. Strike Forces and PCs are meant to help assist in such actions, but no one is going to be able to control them outright.
